Phillips was outrighted to Triple-A Indianapolis on Wednesday, Adam Berry of MLB.com reports.
ANALYSIS
The left-hander was a September call-up with the Pirates, notching a 2.70 ERA over 6.2 innings late in the season. Given that he's a left-handed reliever, he could end up latching on with another team this offseason. However, for now, Phillips will remain in the Pirates' system as a non-member of the 40-man roster.

Phillips has bounced around the majors and minors since 2011 and has just 22.1 innings in the big leagues since turning pro in 2004. He landed on Pittsburgh's roster for the final three weeks of 2016. The left-hander, who had last pitched in the majors with the Marlins in 2013, gave up two earned runs in eight contests. He used four pitches in an effort to trick batters, throwing his 90.1 mph fastball only 36.3 percent of the time while trying to keep opponents off-balance. Phillips will look to find work as a middle-innings reliever when injuries strike.
Phillips has developed a solid resume over the last two and a half years in Triple-A, but the Orioles did not give him much of a chance in 2012. With the likelihood that he will be buried in the minors behind Brian Matusz and Troy Patton, Phillips elected free agency after the season. Though he has allowed three home runs in 14 MLB innings, Phillips is known for keeping the ball in the park in the minors. Phillips allowed just seven home runs in 257 innings since being converted to a reliever in 2009 and there should be several teams that will come calling based on that alone. He may not get a major league contract, but Phillips should find a team where he has a better shot to crack the roster.
Phillips made his major league debut in 2011 and recorded a 1.13 ERA in just eight innings with the Orioles. Chances are the performance earned him a shot at a job out of camp, but it's less clear if he is deserving. He continued to struggle with walks in the minor leagues, walking over 4.00 BB/9IP, and he simply didn't strike out many batters (45 in 58 innings). Although that can work in the minors, it likely won't translate to the big leagues.
