Miller signed a minor-league contract with Toronto that includes a club option for 2010, the Toronto Globe and Mail reports.
ANALYSIS
Miller didn't pitch in the majors last season and has pitched in just eight games in the majors since 2005. His deal doesn't include an invitation to big league spring training and he may start out in Double-A. He's a long shot to make an impact in the majors again.

Miller came back from a torn labrum last September and got his feet wet in 21 innings. His velocity topped out at about 88-90 mph, so his arm strength wasn't all the way back. Allowing 18 walks in 20 innings was to be expected since command typically lags even further behind velocity. If Miller can get back into the low-90s during spring training, he'll have a shot at a rotation spot—if Mark Prior's not ready.
Miller attempted to come back from torn labrum in 2005, but eventually had to end the come back and go under the knife in September. He's not expected to begin throwing until February, so we'll need to reassess him then.
Miller's season was cut short by a rotator cuff injury in June 2004. Miller flirted with the idea of making a comeback for the playoffs but was advised otherwise by team doctors and officials. The extended time off could cause some stamina issues for Miller at the outset of the season, as he'll likely have to build back up the lost strength in his right shoulder. If healthy, he'll make Boston's rotation.
Miller had a bumpy first-half and a rough midseason before finishing strong for the second consecutive year. Miller and the team revealed in August that he had pitching through a sore elbow for nearly two months, preventing him from reaching his peak speed on his fastball. Once the elbow healed, Miller was his regular self. The lack of public information about his medical status, be it his fault or the team's, cost a number of fantasy owners who were relying on him as a staff anchor. With the looming threat of future elbow problems, it's a smart play to discount his value by a notch or two.
After missing a month of the season with a neck injury, Miller was superb upon his return, saving his best month for last, posting a 1.42 ERA and a 1.16 WHIP with a 3-to-1 K/BB ratio in September. All indicators for 2003 are positive. Kudos to you if you traded for him after his injury.

Miller (shoulder) had a good bullpen session on Sunday, and will likely make a minor league rehab start July 15 for Low-A Peoria, the Cubs' Web Site reports. "It's the best he's thrown the ball," Cubs manager Lou Piniella said of Miller. "That's good news. He's finally on the right path."
