Riley was signed by the Padres to a minor league deal Thursday, the Padres' official site reports.
ANALYSIS
The 31-year-old lefty has a 5-4 record in four seasons in the MLB dating back to 1999. In 2004, his most recent year in the majors, Riley started 13 games, finishing with a 5.63 ERA. Without a spring training invite, he may only be a warm body to have around for organization depth.

Although Riley seemed as if he got his act together in 2004, earning a spot in the rotation, he flamed out like he's done in every other year. He struck out 60 in 64 IP and still has oodles of potential, but the 25-year-old is running out of options and chances. There’s a good likelihood that if he does not make the rotation out of spring training he could be dealt to another team looking to give his 24-karat arm another chance.
In 2003, Riley moved from Double-A Bowie to a September call-up for the Orioles, where he pitched well in two starts. The promising lefty regained his prospect form after struggling in 2002 while coming back from the ligament replacement surgery he underwent in 2000. He will certainly be given a chance to audition as a starter for the club in 2004, and will likely win a spot barring injury or a really bad spring.
Riley started 22 games at Double-A Bowie last season, going 4-10 with a 6.34 ERA. He was lit up to the tune of 133 hits in 105 IP, but had a decent K/BB ratio (98/45). He's another Oriole pitcher coming off Tommy John surgery and will most likely pitch in Triple-A.
