Pena accepted his outright assignment to Triple-A Colorado Springs on Tuesday, Tom Haudricourt of the Milwaukee Journal Sentinel reports.
ANALYSIS
Pena had the option of refusing to be sent to the minors and go to free agency instead, but he opted to stay with the Brewers organization. He'll develop more in the minor leagues for the time being, although his major league experience does make him a candidate to get called back up if anything bad happens to the bullpen at the highest level.

Pena had a decent year with Triple-A Colorado Springs but was rewarded with a September callup thanks to a stellar 9.1 K/9 and a decreased walk rate. He received five starts during his short time in the majors and performed surprisingly well despite not overwhelming anyone in Triple-A. The right-hander went 2-1 with a 4.14 ERA and 27 strikeouts in 27.1 innings, though he also amassed 14 walks. Pena's decent finish could warrant a look during spring training for a potential rotation spot, but there is a good likelihood that Pena will start the year in the minors to either develop into a starter or fully transition into a bullpen arm.
Pena pitched at the Triple-A level last season for the first time. He did not give up many hits and struck out over a batter per inning, but he also posted a brutal 5.3 BB/9 rate. He suffered an elbow injury late in the campaign, and it remains to be seen when he will be ready to pitch again. Given his strikeout potential, but issues with control, Pena may come back as a reliever once he is healthy enough to resume pitching.
Pena, a top-10 prospect for the Angels heading into last season, was traded to Milwaukee in the Zack Greinke deal. Pena struggled after the trade, posting a 7.24 ERA in seven starts, but he has averaged nearly a strikeout per inning in his six-year minor league career and possesses a big arm. Pena figures to open 2013 as a starter, but with a dominant fastball and slider when he is right, he could wind up as a power arm out of the bullpen if the Brewers choose shift him into that role.
