Moore had been a free agent since Detroit released him last August from his minor-league deal with the organization, so he'll first report to the Blue Jays' spring training facility in Florida before likely making his 2022 debut in the rookie-level Florida Complex League. The 28-year-old right-hander previously made 10 starts in the big leagues with the Mariners between the 2017 and 2019 seasons, but he's tossed just 3.1 innings in total -- all in the minors -- in the two-plus years since.

Moore started nine games for the Mariners as a 23-year-old rookie in 2017. It's not a lock that he starts another game in the major leagues. After being traded from Seattle to Tampa Bay in the Alex Colome deal, Moore posted an ugly 5.53 FIP over 83 innings with Triple-A Durham. He had just a 6.5 K-BB% with Durham, along with a 1.63 HR/9. Moore barely cracks 90 mph with his fastball and does not feature even one average secondary pitch. Simply put; the right-hander allows too much contact and too many well-hit flyballs to be a viable big-league rotation piece. It's possible that the Rays give Moore a look as an opener -- pitching an inning or two before giving way to another reliever -- but it's just as possible Moore loses his 40-man spot, clears waivers and spends most of the year as minor-league pitching depth.
Moore was drafted out of Oregon State in 2015, and he managed to move quickly through the Mariners' minor-league system and make his major-league debut in 2017. His profile certainly doesn't overwhelm anyone, as he largely relies on control to make up for his below-average fastball velocity and a lack of strikeouts. This was evident in his first taste of the majors. His WHIP stayed at a strong 1.15 mark, and he walked just over one batter per nine innings. Unfortunately, he was tagged for a whopping 14 home runs in 59 big-league innings, and given his 49 percent flyball rate, it doesn't seem like much of an anomaly. There were some good things that came from Moore's 2017 campaign, and he has a realistic chance to break camp in the Mariners' rotation at the start of 2018. Nonetheless, his low strikeout numbers limit his upside.
Moore was selected by the Mariners as the 72nd overall pick in the 2015 MLB draft after a stellar junior season at Oregon State. He was named first-team all-Pac-12 after finishing with a 1.91 ERA in 16 starts for the Beavers. Moore makes up for his average fastball velocity by having masterful command of it. He complements his fastball with a solid change-up, but his breaking ball needs improvement. Moore posted a 2.08 ERA in 14 games in Class A Short Season (Northwest League) for the Everett AquaSox, ending the season on a 14-inning shutout streak and with an impressive 43 strikeouts to only two walks. Moore is projected to be a number four or number five starter someday. He is currently ranked as the Mariners' number 11 prospect and is expected to break into the MLB in approximately 2018. It is likely that Moore will spend most of the 2016 season working his way through the Mariners' minor league system.
