Rosario has yet to show his overpowering stuff again after 2002 Tommy John surgery. In a December highlight, Rosario allowed one hit in four scoreless innings in his first start in the Dominican Winter League. Rosario is no lock to keep his 40-man roster spot this winter after giving up 16 runs in 26.1 innings for the Phillies last season. He still has upside as a reliever, but it's frustrating just how inconsistent he is with his command.
Rosario showed good promise in the minors in and around a few trips to the majors, allowing just 29 hits and 13 walks in 42 innings while striking out 50. The majors was a different story, however, where he walked 16 batters in 23 innings. He's not being mentioned as a rotation candidate, and the Toronto rotation is pretty deep from the right side, so it's hard to see how he'll have much value in 2007.
Rosario took a step back in 2005, after a successful return in 2004 from Tommy John surgery. His control withered and he gave up 16 longballs. There's a pretty good collection of prospects behind him, so he'll need a quick adjustment at Triple-A Syracuse if he doesn't want to get buried.
Rosario advanced to Double-A New Hampshire in 2004 after missing the entire 2003 season following Tommy John surgery. He was considered one of the best pitching prospects in the minors before the injury, and his numbers at Double-A were encouraging. He averaged more than a strikeout per inning in the Arizona Fall League as well. Expect him to start the year at Triple-A Syracuse. If he can knock off a walk or two per start, watch out.
Rosario missed all of 2003 following Tommy John surgery, but he was back throwing in the Instructional League and should be all set to resume his career at the start of the 2004 season. He was lights out between levels of Single-A in 2002, so let's see how he handles the jump to Double-A.
A brilliant season split between two levels at Single-A (129.2 innings, 83 hits, 8 HR allowed, 39 walks, 143 strikeouts) was cut short by a torn elbow ligament in the Arizona Fall League. He needs to get back healthy, add an inning per start and refine his offspeed pitches. If he can do that, watch out.
