Billings, who has never been dominant for an entire season, has shown several signs of brilliance. In 2008, he tossed a no-no which netted him Class A's Best Single-Game Performer, however he ended the year with a modest 9-11 record and a 4.17 ERA. He will have to show prolonged success before being considered for a Major League role.
