Perez missed most of the 2013 season, after undergoing Tommy John surgery in July of 2012. He made it back to the Toronto bullpen in September, giving up three runs over five innings before the end of the year. Perez has always had decent strikeout rates (10.8 K/9 last year) but struggles with his control (3.6 BB/9 last year). As the owner of lifetime 4.50 ERA, Perez may have trouble earning a role in the loaded Blue Jays bullpen, but look for him to chew up frames in middle relief if he manages to stick.
Perez got cuffed around pretty good in his rookie campaign (5.12 ERA, 1.554 WHIP, 7.5 K/9IP) as he saw time as both a starter and reliever for the Jays. He was more effective in a relief role and that's likely his role for this year, but he doesn't chew up lefties well enough and his struggles against righties will make it difficult for him to factor into any sort of a setup role.
Perez's first dip into the Double-A waters didn't go as well as the organization was hoping. He didn't pull back a bloody stump or anything but he saw his K/9IP drop drastically and his HR/9IP rate doubled. He had allowed just five homers in just under 300 innings prior to last season, but allowed 11 in 162.1 innings at Double-A New Hampshire. He'll need to improve on last year's totals before he's worth keeping track of.
Perez finished sixth in the Midwest League in strikeouts (137) and allowed just four homers all season, but you have to remember he was pitching in very friendly environments for pitchers. Toss in the fact that he was 23 and much older than most of the hitters he was facing and you realize he'll need to have a lot of success very quickly if he's going to amount to much.
