ANALYSIS
Horst pitched well with Double-A Tulsa this season, posting a 1.64 ERA with 42 strikeouts over 38.1 innings. He did struggle with his command, however, allowing 20 walks, resulting in a 1.52 WHIP.

Horst failed to build on his solid 2012 with the Phillies and instead saw his ERA balloon as his strikeout rate dropped from his 11.5 K/9 in 2013 to 7.3 last season. That impressive strikeout rate in 2012 was an anomaly compared to the prior two years, so it was not surprising to see it drop in 2013. Horst made no progress cutting back on his walk rate and his ERA and WHIP suffered as a result. He also lost one mile per hour off his fastball last season, which may have been related to the strained elbow that he suffered midseason. That injury forced him to miss the remainder of the year, but he is expected to be fully health when camp opens. Horst will have to fight to win a bullpen job over some of the Phillies' younger and more talented in-house options during spring training.
The acquisition of Horst from the Reds for Wilson Valdez may be the best move GM Ruben Amaro Jr. made last season. Horst established himself as a reliable option out of the Phillies' bullpen and looks to have an inside track on a roster spot this season. Horst works in the low-90s with his fastball and relies on a slider and change-up to keep hitters off balance. His 11.49 K/9IP with the Phillies was excellent, but it was also a significant improvement over the 7.56 ratio he had at Triple-A prior to his recall. There could be some correction coming this season now that scouts will have more film on Horst. A lower strikeout rate without any improvement in his walk rate could make Horst a one-season wonder.
The Phillies acquired Horst from the Reds for utility infielder Wilson Valdez in January. He will be given a shot to earn a role as a second lefty in the Phillies' pen but will have to beat out Dontrelle Willis, Joe Savery, Jake Diekman and Raul Valdes for the job.
