Travis Phelps

A wash-out in 2002 after a promising 2001. His strikeout rate actually improved (from 7.8 K's per 9 IP in 2001 to 8.6 in 2002), but his walks and homers shot up as well (his workload went from 62 innings in 2001 to 38 innings in 2002, but walks actually increased from 24 to 27, as did homers, from six to seven). Still, in the second half of last year, he was one of the better set-up options in the Rays' bullpen. He might have a shot at the closer's job in Tampa Bay if they don't find a veteran to replace Esteban Yan; check his spring outings carefully.
