Waters will be in competition for a roster spot behind starter Jonathan Vilma at middle linebacker.
Waters missed the entire 2007 season with an injury, but he has been working hard so far this offseason, and he hopes to carve out some playing time for himself in a reserve role in 2008.
The rookie will serve as a reserve inside linebacker in his first season. A torn ACL wiped out his final season in college, but the Chargers took a chance on him near the end of the third round.
