Owens (shoulder) is healthy and throwing regularly off a mound, the South Florida Sun-Sentinel reports.
ANALYSIS
His suspension for a positive PED test will keep him out of action until mid-May, and he'll likely spend some time in the minors after that to shake off the rust, but assuming things go well Owens should add another power arm to the Marlins bullpen sometime this summer.

His 100 mph fastball got him to the majors as a 28-year-old rookie and briefly won him the closer role, but Owens' awkward short-arm delivery probably contributed to the shoulder injury that cut his season short. Even in his 23 innings, his strikeouts were down from his minor league numbers, an indication that his lack of a reliable breaking pitch might be an issue down the road. The Marlins have plenty of hard-throwing bullpen prospects and Kevin Gregg to fill the veteran closer role, so even if Owens returns fully healthy in 2008 there's no guarantee he'll have a fantasy-friendly role.
Owens continued his rise as a pitcher, striking out 74 while walking only 10 in 40 innings to Double-A Binghamton to earn a brief stint in the majors during the season. His deceptive, short-arm delivery is part of the reason, along with his 100 MPH fastball, for his fine minor league numbers but he needs to gain more consistency with his slider and split-fingered fastball, which he uses as an offspeed pitch, to have success in the majors. Owens was traded in the offseason by the Mets to Florida, and with the Marlins having an opening at closer, it's feasible that Owens could get a shot at filling the role with a big spring training.
Owens pitched well for high-A St. Lucie, although he's old for a prospect at 26 and will need to advance quickly up the ladder to have a shot at making the parent club.
