ANALYSIS
The details of Clemens' contract aren't known, but it's expected that he's getting a minor-league deal from the Twins after he was cut by the Padres a week after getting throttled in spring training. The Twins don't have much in the way of bullpen depth, so if Clemens performs well with Triple-A Rochester, he could get a look with the big club before long.

Clemens was claimed off waivers by the Padres in late June and was quickly given a rotation spot following the trade of Drew Pomeranz to Boston in July. In a total of 16 appearances (12 starts), Clemens chewed up innings at a near replacement-level clip, showing limited strikeout upside (17.6 percent strikeout rate), passable control (8.6 percent walk rate), and a propensity to serve up the long ball (1.32 HR/9). He largely scrapped his changeup in 2016, mixing a low-90s fastball and slider to varying levels of success. Clemens is unlikely to be a fixture of any big league rotation in 2017, but it's possible that he'll hang on as an organizational depth arm capable of working in long relief and making the occasional spot start as needed. Whether that happens in San Diego or elsewhere will likely hinge on a job battle during spring training, but he's hardly a lock to possess a 40-man roster spot on Opening Day.
Called up early in the season as a long reliever, Clemens gave up 13 home runs in 46.2 innings before the Astros sent him back to the minors in late July. The rookie right-hander returned to a starting role at Triple-A Oklahoma City, where he was stretched out until the Astros recalled him one month later to join their six-man rotation. The 26-year-old drew five starts, lowering his ERA almost a full point (from 6.36 to 5.40) in the process, but he was mostly unspectacular and finished the season with pretty weak peripherals (6.0 K/9, 3.2 BB/9) overall. If Clemens can remedy his 2.0 HR/9 rate and get it back down to the 0.9 HR/9 level that he carried in the minors, he has a much better chance of keeping a role with the Astros this season.
Clemens was given serious consideration for a roster spot during spring training, but ultimately found himself back in the minors, where he struggled during his first extended look at Triple-A. He throws a fastball in mid-90s, but it is the development of his curveball and slider that will dictate his success in the majors. The September callup never came for the unheralded 2008 seventh-round pick, but that should be corrected this year as the Astros attempt to sort out what they have in the upper levels of their system.
The unheralded 2008 seventh-round pick has an arsenal good enough to get out hitters in the minor leagues, his one start in Triple-A notwithstanding. The ERA (3.81) wasn't bad, but Clemens' 3.91 BB/9IP mark leaves a lot to be desired, sticking him with a subpar 1.359 WHIP. It's possible a true breakout campaign is still in his future, but for now he's looking like a back-of-the-rotation type. In 2012, he will continue to hone is craft in Triple-A with an eye toward a late-season callup.
