Cortes signed a minor league contract with Washington, the MASNSports.com reports.
ANALYSIS
Cortes is coming back from multiple injuries, including a shoulder that required surgery in October. Cortes was an interesting prospect as a hard-throwing strikeout pitcher, but control problems stymied his career. He'll likely need to prove he's healthy in the minors.

Cortes underwent surgery in late October for a partially torn rotator cuff and biceps tendon said to be caused by an "offseason fall." He also suffered a broken hand in a late-season off-field incident. As a result, the Mariners declined to offer him a contract for 2012, and he later signed a minor league deal with Washington. Cortes was an interesting prospect as a hard-throwing strikeout pitcher, but control problems stymied his climb. He walked 6.69 per nine innings at Triple-A Tacoma last season and issued six walks in 10.2 innings at Seattle. Moreover, despite being known as a strikeout pitcher, Cortes missed only 13 bats in 81 opponent swings last season, a woeful 16 percent. Hopefully shoulder surgery does not sap his mid-to-upper-90s fastball because his 10.13 K/9IP still offers some promise.
Cortes is a strikeout machine (104 strikeouts in 101.2 IP last season) with a mid-to-upper-90s fastball, a power curve and a mid-80s slider who was once considered the top pitching prospect in the Royals' organization. He struggles with control, issuing 5.52 BB/9IP the last two seasons in the minors. The Mariners moved him to the bullpen last season, though, and he got a handle on his control, walking four in 12.2 relief innings at Triple-A Tacoma. He impressed in a late-season callup to Seattle last year, striking out six in 5.1 innings. He walked three, but they all came in one game. Cortes likely will land a bullpen spot in spring training this year, and if David Aardsma is dealt, could find himself in a late-inning role with his big fastball and 6-foot-6 frame.
The Royals' top pitching prospect entering last season, Cortes was traded to Seattle for the underachieving Yuniesky Betancourt in a decidedly unbalanced midseason trade. Cortes, who will be 23 by Opening Day, has a big arm and some nice potential with a mid-90s fastball and power curve, but he ran into control problems with a walk rate spiking to 5.8 BB/9IP during his time in Double-A with the Mariners. He needs some more minor league innings to work that walk rate down to an acceptable level before moving forward.
Cortes may now be the Royals’ top pitching prospect after a season at Double-A Northwest Arkansas in which he struck out 109 in 116.2 innings to go with 55 walks issued. He has a mid-90's fastball to go with a changeup and power curve, but minor control issues have been persistent. He will probably have to hone his control a bit more at Triple-A Omaha before he makes his big league debut, but that debut should come at some point in 2009.
