Despite the drop in ERA, Harper was just luckier in 2006, not better: witness his WHIP rising from a poor 1.54 to an awful 1.79. He'll have quite a challenge hanging on to a role in a major league bullpen in 2007.
After two good seasons with sub-1.30 WHIPs, Harper regressed in 2005. His strikeout rate dropped and his home run rate nearly doubled. He'll compete for a set-up role, and unlike past seasons, he's not a lock to nail down a job.
Harper is a better-than-average major league relief pitcher with component ERAs of 3.56 and 3.27 in the last two seasons. He delivered the best strikeout rate of his career last year. With Danys Baez and Jesus Colome available, Harper won't close for the Rays and will have little impact except in deep AL-only leagues.
One of the better, and certainly one of the most unheralded, middle relievers in major league baseball. Still, it'll take a fairly deep AL-only league to get use from four vulture wins and a 1.25 WHIP in 90 innings. With the many young arms in Tampa Bay's system, he might be most valuable as midseason trade bait to a contender.
Harper had some quality outings as both a spot starter and as a set-up man for the Devil Rays last season. He's likely to start the year in middle-relief, where he could get a few vulture wins or multi-inning saves. Probably only worth your while in deep AL-only leagues.
