Carter was cleared by the NCAA to play at Florida in 2013-14, ESPN.com reports. He averaged 14.9 points last season with Rutgers.

Carter should get plenty of playing time with the Gators as a scoring guard, whether he starts or comes off the bench. The 6-2 guard has averaged over 14.0 points in his two-year career.

Carter will transfer to Florida, SNY.tv reports.

Carter, who played under former Rutgers coach Mike Rice, could be eligible to play right away at Florida, as he could be granted a hardship waiver. Carter averaged 14.9 points, 2.8 rebounds and 2.1 assists as a Sophomore last season, but his season was cut short in mid-February by a fractured right fibula.

Carter asked for his release from Rutgers, Zags Blog reports. The 6-2 sophomore averaged 14.9 points before fracturing his leg.

The Rutgers basketball program has been in the news for all of the wrong reasons. Coach Mike Rice was fired after video of his abuse of players was aired. Carter is the fourth Scarlet Knight to request his release (Jerome Seagears, Malick Kone, and Vincent Garrett). The move to the Big Ten may be quite rough.

Carter has scored in double digits in five straight games, but the Scarlet Knights had lost the previous four. He has hit seven 3-pointers in his last two games to break out of a slump from long range.

Carter had 23 points, including four 3-pointers, with four rebounds Saturday in the loss against Georgetown.

Carter was the only Scarlet Knight to score in double digits and scored 36.5 percent of Rutgers' points. He has scored 20 points or more three times in his last 10 games (and not more than 13 in the other seven games).

Carter had his worst shooting game of the season Wednesday in the loss to St. John's. He was 1-of-14 and finished with five points.

Carter is generally a good scorer, but he has thrown in a few clunkers this season. He has three games in which he has only hit one basket and taken at least 11 shots. The sophomore will need to bounce back quickly because UConn is next on the schedule.
