Coach Rex Ryan was pleased with Manuel's performance during Friday's preseason loss to Washington, where the fourth-year quarterback saw extensive action, BuffaloBills.com reports. “But I really liked the way he played. I love the way he competes," said Ryan. "He’s got a great look in his face. He loves competing. You know what? Sometimes quarterbacks take a little longer to develop. I think this is the best EJ Manuel I’ve seen.”

Coach Rex Ryan confirmed that Manuel is his clear-cut No. 2 quarterback entering the season, BuffaloBills.com reports. “Unlike last year we’re set with a pecking order,” Ryan said Wednesday. “Tyrod is the number one guy, EJ is two and Cardale is three. We know that going in."

The Bills have declined to exercise Manuel's fifth-year option, Mike Rodak of ESPN.com reports.

GM Doug Whaley says that fourth-round pick Cardale Jones will not displace Manuel on the depth chart right away, BuffaloBills.com reports. “Very comfortable,” said Whaley about Manuel. “If you look around the league we think he’s as good a number two as most out there. He’s a No. 2 for a reason as are a lot of other guys. We think he could come in and hold serve if Tyrod loses some playing time. He’s a consummate professional and he’s going to try to get better and better each day."

Manuel started two games in 2015 when Tyrod Taylor was injured, both losses as the Bills fell to the Bengals and Jaguars in back-to-back weeks. He finished the season with 52-of-84 passing for 561 yards, three touchdowns and three interceptions.

RotoWire's Preseason Outlooks

2016

2015

Manuel found himself benched in favor of Kyle Orton after just four games last season. The 2013 first-round pick was 2-2 in those starts but showed minimal growth from a decent rookie season. Through two years, he's averaged a meager 6.43 YPA and completed just 58.6 percent of his passes. While raw coming out of Florida State, Manuel has impressive physical tools: great velocity, soft touch, quick release, mobility (4.65 40) and prototypical size (6-5, 240). Alas, one-time long-shot candidate Tyrod Taylor landed the team's starting job thanks to a solid preseason, with Manuel and Matt Cassel now slated to work in a backup capacity.

2014

Considering the accuracy and progression issues he displayed at Florida State, Manuel was actually somewhat promising as a rookie, completing nearly 59 percent of his passes while posting more touchdowns (13) than turnovers (12). With a year's worth of experience and a second training camp on his side, Manuel should improve in 2014, especially since the team added Sammy Watkins with the fourth overall pick and traded for Mike Williams. Williams is a more legitimate red-zone target than the since-traded Steve Johnson, and Watkins should be one of the league's elite YAC threats immediately. The addition of second-round pick Cyrus Kouandjio at right tackle should also be useful for Manuel's development. Still, until he proves his progress, Manuel is firmly in QB2 territory.

2013

Throughout the entire draft season, it was quarterbacks Geno Smith, Ryan Nassib and Mike Glennon who received the majority of attention from the media. By late April, it was Manuel who got the last laugh as the only quarterback drafted in the first round. If Manuel holds on to job in Buffalo, he also has the best chance of any rookie to provide fantasy-relevant numbers due to his legs, but note that a knee procedure clouds his Week 1 status. Manuel, who rushed for 310 yards and four touchdowns in 2012 at Florida State, could easily eclipse those numbers in the NFL. New coach Doug Marrone also plans to install an up-tempo offense that could lead to more volume in the passing game.
