Watkins (hip) is participating in 11-on-11 drills at Tuesday's minicamp practice, Vic Carucci of the Buffalo News reports.

The increased participation suggests that Watkins, who was limited to position drills at OTAs, should be fine for training camp in the wake of offseason hip surgery. He'll be the leader of Buffalo's revamped receiving corps, but the team's coaching staff has repeatedly emphasized that they want to lean on LeSean McCoy and the running game this season. Although obviously not lacking for talent, Watkins may not have the same target volume or quality of quarterback play as most No. 1 wideouts around the league. The Bills will let Matt Cassel, EJ Manuel and Tyrod Taylor battle for the starting quarterback job in training camp.
Watkins remains limited to just individual position drills in OTA practices, BuffaloBills.com reports. He's still recovering from an offseason procedure.

Coach Rex Ryan does not expect Watkins, who underwent a hip procedure following the 2014 season, to do much football-related work until August, but the coach expects him to be fully ready for training camp, BuffaloBills.com reports. Said Ryan, “My understanding is Sammy is doing really well. We’re not going to see him out there until training camp. But he should be full go when we get to training camp.”

We wouldn't knock Watkins down at all due to the injury. He also should be primed for a strong career after flashing signs of brilliance as a rookie. That said, the Bills still don't know who their quarterback is going to be and there's a lot of talented mouths to feed with Watkins, LeSean McCoy, Fred Jackson, Charles Clay, Percy Harvin, and Robert Woods all in the mix. It's also worth mentioning that Ryan and offensive coordinator Greg Roman say they're committed to being a run-heavy team in 2015.

Given that he continued playing and there haven't been any other reports of the injury, Watkins likely just had a minor procedure. There should be more details available at some point this offseason.

Taken with the fourth overall pick, Watkins should be the Bills’ top target right away now that Steve Johnson’s gone. Watkins’ prospects will hinge in large part on the development of second-year quarterback EJ Manuel who struggled through an injury-riddled rookie year. Moreover, rookie receivers rarely make significant impacts – when Keenan Allen broke 1,000 yards last year, he became only the fifth to do so this millennium. And 1,000 yards is not a particularly high bar to clear in the modern NFL – 23 receivers hit that mark in 2013. That said, few rookie receivers are their teams’ likely No. 1’s out of the gate, and few have Watkins’ combination of decent size (6-1, 205), toughness and blazing speed; Watkins’ official NFL Combine time was 4.43, but he unofficially ran a 4.33 and 4.37. The Bills brought in Mike Williams this offseason from Tampa Bay, and Robert Woods makes for a nice possession option, but both profile as complementary pieces.
