Cooks signed a four-year deal with the Saints on Sunday, the New Orleans Times-Picayune reports. However, he'll miss part of OTAs over the next month since Oregon State is on a quarters system and rookies cannot participate in until their school's academic year has finished, reports ESPN.com.

According to coach Sean Payton, the Saints expect to line up Cooks in the slot and on the outside, finding a way to get the ball in his hands similar to the way former NFL coach Mike Riley did with Cooks in a pro-style offensive system at Oregon State. Cooks won the Biletnikoff Award last season as the nation's top collegiate wide receiver, gaining 128 catches for 1,730 yards on a combination of deep balls, slants and screens. He also ran the ball at times and returned punts, as well as running the fastest 40-yard dash (4.33 seconds) for any receiver at the NFL combine.
The Saints selected Cooks in the first round of the 2014 NFL Draft, 20th overall.

The Saints traded up from pick No. 27, jumping ahead of Philadelphia (22) and Kansas City (23) to land Cooks. By reeling in the former Oregon State star, New Orleans secures a necessary speed boost on offense and a strong candidate to serve as the team's top big-play threat in 2013. Even with Jimmy Graham, Marques Colston and Kenny Stills stealing targets, Cooks is not a player to write off in redraft leagues this year. Although he likely won't be much of a red-zone factor at just 5-foot-10, 189 pounds, Cooks' burning speed and strong wideout skill set make him a threat to score from long distances. Cooks is unique in New Orleans' pass-catcher rotation due to his upside on short and intermediate routes. Plus, Cooks is a strong candidate to return kicks from the get-go following the departure of Darren Sproles this offseason.
