This player will have no fantasy value in 2013-14 and can be ignored in all formats.
Fast has been traded twice since the Kings drafted him with the 60th overall pick in 2005. His game isn't constricted to merely shutting down opponents, but he could afford to polish his game in the lower league ranks in 2010-11.
Fast has been a relatively high-scoring defender but is is likely a couple years away from contributing fantasy-wise.
After seeing his ice time reduced at the University of Denver, he left school early and showed some spark while with the Tri-City Americans in the WHL. He is expected to head to Tri-City this season, and is expected a couple of years away from possible cracking the NHL lineup.
Another year in the minors are in his future.
Since he was recently drafted he most likely will not be playing in the NHL at all this season. Instead he'll play in junior hockey or the AHL to develop further.
