The Phillies signed Bootcheck to a minor league contract, the Allentown Morning Call reports.
ANALYSIS
Bootcheck, a first-round pick by the Angels way back in 2000, went 10-7 with a 3.69 ERA and a 97:41 K:BB ratio in 136.2 innings for Triple-A Scranton last season. He will give the Phillies some extra pitching depth.

Bootcheck will join Detroit in spring training as a non-roster invitee. The 33-year-old righty returned from a one-year stint in Japan to pitch in the Rays minor league system in 2011. He finished 3-2 with a 3.57 ERA and 48:19 K:BB ratio in 16 appearances, seven of which were starts. He's never had any success at the major league level and will likely send most of his season in Triple-A.
Coming off a successful 2007 season, Bootcheck struggled through injuries for much of 2008 and only saw action in 12 games. If Bootcheck can prove that he is healthy again when spring training rolls around, he should get another chance to lock down one of the spots in the Angels’ bullpen.
Bootcheck spent most of the year pitching in garbage time, but was rewarded by being inserted into the game in higher pressure situations later in the year. Add it all up, and he was able to make 51 relief appearances for the Angels. In 2008, expect Bootcheck to return to his middle-relief role, but regression from his already mediocre numbers seems likely.
He's 28 now, with a career ERA of 6.86 and little success at Triple-A over the last three years. It's hard to see him having much fantasy value.
Bootcheck will arrive at camp in 2006 with an outside shot of landing the fifth starter job. He doesn't have a very high ceiling, but did pitch fairly well in relief in 2005. He'll likely stay in the middle relief / spot starter role as long as he stays with the major league staff.
The Angels are carrying a lot of pitching depth and the younger guys are the most likely to face the repercussions. Bootcheck's already 26 and doesn't have a tremendous ceiling, so he may not see much sunlight. He might fit in later for injury purposes but doesn't project to be more than a fourth starter in the majors. Odds are he'll begin the season at Triple-A again.
Bootcheck did not impress in his limited September action, but he did about as well as you'd expect from someone who only struck out 82 in 171.1 Triple-A innings. The scouts love Bootcheck, despite his less than dazzling numbers thus far in the minor leagues. He might not get another chance in the majors until 2005, or even with Anaheim for that matter.
