Ruiz was a former top player in Cuba who was among the league leaders, but never considered an elite player, and didn't make any national teams for top events. He signed with Tampa Bay in 2010 and hit .272/.358/.348 with one home run in 92 games at Double-A Montgomery. That wasn't enough to impress Tampa Bay since he was already 25 years old, and the Rays declined an option in his contract. He later signed a minor league contract with Texas, but his upside seems limited.
