Portillo was signed out of Venezuela for $2 million back in 2008, but the Padres have been unable to fully tap into his potential thus far. Boasting a fastball that can touch triple digits and the ability to miss bats at a high clip, Portillo spent his entire 2014 season working out of the bullpen at Double-A San Antonio. He showed progress as the season rolled along, including a 25:15 K:BB over 20.1 innings in his final 19 appearances, along with a 3.10 ERA and .157 BAA during that span, but his inconsistent control (7.0 BB/9 in 2014, 5.6 BB/9 in six minor league seasons) may lead to the Padres attempting to pawn him off on another club.
