Winn, the Rangers' first-round draft pick in 2018, looked like he was on his way following a breakout 2021 season at Double-A Frisco, which included an appearance in the All-Star Futures game and being named the Double-A Central Pitcher of the Year. The path to MLB has since stalled at Triple-A Round Rock, where he's issued a passel of walks (166 in 222.2 IP, 6.7 BB/9) and his HR/FB spiked over the last two seasons. The right-hander was eventually moved to the bullpen in June, but Winn's results didn't improve much. His fastball still lives in the 92-95 mph zone, but whatever action and deception worked at Double-A did not fool Triple-A hitters. The good news is that Winn pitched well in Puerto Rican Winter League, which potentially sets him up to compete for an open No. 5 starter job for Texas. The Rangers recalled Winn from Triple-A Round Rock on Sunday.
ANALYSIS
Winn will give the Rangers a fresh arm in the bullpen for Sunday's series finale in Houston, but he may not stick around in the big leagues for long. He was added to the 26-man active roster as a replacement for Cody Bradford (back), who was placed on the 15-day injured list in a corresponding move. The Rangers will replace Bradford in the rotation in the series opener in Detroit on Monday, when Michael Lorenzen (neck) will be brought back from the IL. Texas could end up sending Winn back to Round Rock to make room on the active roster for Lorenzen.

Winn logged a 2.41 ERA, 0.86 WHIP and 107:31 K:BB in 86 innings last season, with 19 starts coming at Double-A and two starts at Triple-A. Texas has one of the easiest rotations to break into in the league, and Winn is easily the Rangers' best pitching prospect with upper-level experience, so his path to playing time is clear. His fastball, changeup and curveball are each plus offerings, so the main thing Winn needs to work on is cutting down on the walks (9.3 BB%). Depending on whether the Rangers add anyone after the lockout, Winn could be one of the team's three our four best starting pitchers in big-league camp. However, he is not on the 40-man roster yet. It's a matter of when, not if, Winn makes his big-league debut this season. He is not so elite that there won't be ups and downs, but he could eventually be a strong No. 2 or No. 3 starter if he stays healthy.
When the Rangers selected Winn with the 15th overall pick in 2018, he was seen as very advanced for a high school pitcher while also having a very high ceiling with a mid-90s fastball and plus curveball already in tow. He did not make his pro debut until 2019, and it's hard to say he lived up to expectations. The 6-foot-2 righty walked too many batters (13.1 BB%) and his strikeouts (21.8 K%) didn't match the scouting report. Over his final 12 starts at Low-A, things got better, as he logged a 2.81 ERA and 1.23 WHIP. Opposing batters struggled to square him up (.615 OPS against) in his final 51.1 frames, but the walks and strikeouts (46:25 K:BB) still left a lot to be desired over that stretch. He has a deep pitch mix and evaluators like his delivery, but after his first pro season, it's fair to say Winn's ceiling is not as high as we thought, nor is he a safe bet to become a mid-rotation starter.
