Fernandez was called up to Double-A Springfield on Wednesday, Rob Rains of Stlsportspage.com reports.
ANALYSIS
Fernandez transitioned to a relief role with High-A Palm Beach this year and hadn't allowed a run across 9.2 innings of work at the time of this promotion. The 21-year-old sported a 1.20 WHIP to go along with three saves and a 7:2 K:BB. This will mark his first opportunity at the Double-A level.

Fernandez is yet another high-upside arm in the St. Louis system, though he still needs time to refine his command. The 19-year-old righty from the Dominican Republic saw a dip in his strikeout rate in 2016, as well as a rise in free passes issued. Fernandez started the year at Low-A, where he posted a respectable 3.33 ERA in 78.1 innings. He notched a 63:34 K:BB over that span, limiting the damage from the high walk total. The additional baserunners caught up with Fernandez after a promotion to High-A, though, as he posted a bloated 5.36 ERA and subpar 25:20 K:BB in 43.2 innings. Fernandez does not have a huge frame but possesses a blazing fastball with movement. However, it appears he needs to hone his craft a bit more on the mound, including working on his secondary pitches. A return to High-A to begin the 2017 campaign is almost certainly in the cards (no pun intended).
Fernandez is still forever away from The Show, but his 2015 season should go a long way toward putting him on the radar of dynasty league owners. He has a lively arm that can hit the upper-90s, but there is a greater than 50 percent chance the 6-foot-1 Dominican ends up in the bullpen long term. After posting a 2.21 FIP, 1.35 WHIP, and 58 strikeouts in 51 innings in the Gulf Coast League, the Cardinals rewarded Fernandez with a brief stint at High-A Palm Beach to end the season. Fernandez had just 17 walks in 57.2 innings last year, but he gave up 62 hits, so his command seems to lag behind his control at this point. He will turn 19 in spring training, and assuming the Cardinals still plan on trying to develop him as a starter, he will likely head to Low-A Peoria to start the year, where his progress should be monitored by those in deeper dynasty leagues.
