Short will back up Carlos Emmons at weak side linebacker. Given Emmons injury history, and the fact that he's already banged up in camp, Short should see some action this year.
Short will start at strongside outside linebacker for the Panthers, although Thomas Davis could spell him at times too. Short could be considered the weak link of the Panthers' starting linebackers, as both Dan Morgan and Will Witherspoon both recorded over 100 tackles last season.
