Westbrook entered 2019 as the Jaguars' No. 1 wideout, and he got his share of targets. But his meager 10.0 YPC and 6.5 YPT (29th among the league's 30 100-target receivers), lack of big plays and touchdowns put him behind rising star DJ Chark on the team's depth chart. At 6-0, 178, Westbrook is slight but fast - his 4.37 40 is unusually fast for a slot receiver. And he has enough vision in the open field to return punts, one of which he took to the house in 2018. But without red-zone volume or targets down the field, it's hard to see Westbrook doing more than catching short passes and hoping to make someone miss, as he's not much of a tackle breaker. Torn ACL confirmed
Follow-up tests conducted on Westbrook's knee confirmed that he suffered a torn ACL in Sunday's 39-29 loss to the Chargers, ending his season, Jeremy Fowler of ESPN.com reports.

The Jaguars placed Westbrook on injured reserve Monday, leaving the team with five receivers on the active roster. The season-ending setback comes at a tough time for Westbrook, who was bound for free agency this offseason. Given that he may not be back to full health for the start of the 2021 season, he could remain unsigned deep into the summer. Westbrook's stock had already dropped steeply before he suffered the ACL tear, as the 26-year-old had essentially been squeezed out of Jacksonville's rotation at receiver following back-to-back 60-catch campaigns. He was active for just the second time all season Sunday, playing all 11 of his snaps on special teams.

Considering the circumstances, Westbrook had a decent year. Playing in a dysfunctional offense with Blake Bortles at quarterback, Westbrook led the team in targets (101), catches (66), receiving yards (717) and receiving TDs (5) on a modest per-target output - 7.1 YPT, 10.9 YPC. He also dropped eight passes, but he emerged as the No. 1 receiver, and last year's No. 2, Donte Moncrief, is now in Pittsburgh. At 6-0, 178, Westbrook has average height but he's slight and not especially well-suited for red-zone work (seven targets inside the 10, only one score). But Westbrook, who ran a 4.37 40 at the 2017 combine, is unusually fast for a slot receiver and has good quickness and vision - he also ran for 98 yards on nine carries and took a punt to the house. The Jaguars offense should be better in 2019 with Nick Foles replacing Bortles and John DeFilippo taking over for Nathaniel Hackett at offensive coordinator. Westbrook doesn't have much competition for top-target status with Marqise Lee still rehabbing from a sever knee injury. Last year's second rounder D.J. Chark is also in the mix, as are Keelan Cole and free-agent signee Chris Conley, but none of the three poses a huge threat to Westbrook.
