Not to be reductive, but Foster was pretty good as a rookie in 2018 and then not pretty in 2019. He appeared in 13 games each year with 27 receptions in 2018 and just three last year. Still, he's a 6-foot-2 deep threat that averaged 20.0 yards per catch in his rookie campaign and 21.3 in Year 2. Three receptions isn't much to build on amid a highly competitive group but his ability to range far down field and snag deep balls is a skill always in demand in today's NFL. Foster has re-signed with the Bills, ESPN's Field Yates reports.
ANALYSIS
The 2018 UDFA was an exclusive rights free agent, a designation that wouldn't allow him to sign with a new team unless the Bills failed to extend a minimum salary tender. Foster failed to build upon his promising rookie season, catching just three of 18 targets for 64 yards in 2019. A toe injury may have been part of the problem, but it also seemed he was simply outplayed by all of John Brown, Cole Beasley, Duke Williams and Isaiah McKenzie. The Bills might allow Foster to compete for a top-three job in 2020 if he bounces back with a strong showing at the offseason program.

2019 Fantasy Outlook
An undrafted free agent, Foster exploded late in the year with four 90-yard receiving performances and three touchdowns over the final seven contests of his rookie season. This was no mean feat on a team whose biggest weapon for most of the year was its quarterback's legs. Foster finished with a whopping 20 YPC and 12.3 YPT, including four catches of 40-plus yards on only 44 targets, i.e., he was the most efficient receiver in the league (other than Tyler Lockett) on a per-play basis. At 6-2, 196, and running a 4.41 40, Foster is fast and lanky and had no trouble taking the top off of defenses. The issue for him, beyond the small sample, is the Bills' signing of deep threat John Brown, a player who not only will compete for targets, but who also serves the same function as Foster. The Bills also added slot man Cole Beasley and bring back target leader Zay Jones, but Brown is the bigger threat to Foster's production.
