Hilliard (neck) remains a free agent a week before the start of NFL training camps, Turron Davenport of ESPN.com reports.
ANALYSIS
Hilliard went into last season as Tennessee's passing-down back and caught a pair of TD passes Week 1, but he was mostly quiet thereafter and eventually missed the final four games with a neck injury that sent him to injured reserve. He did well with his limited touches, averaging 6.6 yards on 22 carries and 6.8 yards on 26 targets, so the 28-year-old should at least get the chance to compete for a backup role this summer if he's healthy and wants to continue his career.

In his second season with the Titans in 2022, Hilliard handled a change-of-pace role behind featured back Derrick Henry. While doing so, Hilliard carried 22 times for 145 yards and caught 21 of his 26 targets for 177 yards and four touchdowns in 12 games before winding up on injured reserve due to a neck issue that he sustained Week 14. With Tennessee having drafted Tyjae Spears in April, Hilliard now is looking to catch on with another team as a depth option. Though the 28-year-old has just 100 carries in 52 career contests, his YPC during that span is 5.9.
Hilliard was part of the committee in 2021 that filled in when Derrick Henry missed time during the season, with the highlight for the 27-year-old coming in Week 12 when he turned 12 carries into 131 yards and a touchdown against the Patriots. D'Onta Foreman signed with the Panthers this offseason, which seemed to clear the path for Hilliard to be Henry's top backup. However, the Titans used a fourth-round draft pick on Hassan Haskins in April, which means that Hilliard will have to compete for the role this summer.
Hilliard finished up the 2020 season with Houston after spending three seasons in Cleveland. He never emerged as anything more than a depth back for the Browns, but he was a regular kick returner. That was largely his role with the Texans late in the season. Houston brought in running backs Phillip Lindsay and Mark Ingram to operate as part of a committee with starter David Johnson. That means Hilliard will occupy a similar role in 2021.
Hilliard started 2019 as the Browns' No. 2 back, but his offensive snaps dried up during the second half of the season when Kareem Hunt returned from an eight-game suspension. Hilliard finished with 13 carries, 49 yards and two TDs over 14 games while making his biggest impact on special teams as the primary returner of punts and kickoffs. Not much has changed on offense -- Hunt and Nick Chubb are still around -- and there will be more competition at the return spot, so Hilliard may be relegated to coverage duty on special teams.
Signed as an undrafted free agent out of Tulane in May 2018, Hilliard failed to make the 53-man roster out of camp and eventually ended up on Cleveland's practice squad. He was promoted in early-October and appeared in 11 games, catching nine passes for 105 yards out of the backfield. With Kareem Hunt suspended the first eight games, Hilliard has a prime chance to carve out a change-of-pace role behind Nick Chubb, now that Duke Johnson has been traded to Houston.

Vrabel didn't extrapolate on the reason for Hilliard's absence in a situation that seemed tailor-made for the receiving back's skill set, while Hilliard claimed that he was ready to go if called upon after scoring two touchdowns earlier in the game. The Titans worked the ball into field-goal range while using Hassan Haskins on the final drive, but kicker Randy Bullock missed a 47-yard field goal as time expired to lose the game.
