Carter and the Texans agreed to terms on a one-year deal Thursday, Aaron Wilson of KPRC 2 Houston reports.

Carter will head to Houston after playing in seven games for Cleveland last season, where the 2018 fifth-round pick logged 16 tackles (eight solo) while playing on both defense and special teams. The 28-year-old should compete for a spot as a reserve linebacker and special teamer heading into the 2023 campaign.

A fifth-round pick in 2018, Carter appeared in all 32 games over his first two seasons. While he initially saw his opportunities restricted, injuries to teammates afforded Carter five starts to end last term. Overall, he finished with 31 tackles, including a double-digit tally in Week 17 versus the Saints. With the retirement of franchise legend Luke Kuechly, the Panthers have huge shoes to fill at linebacker this season, potentially offering Carter more chances behind Shaq Thompson and Tahir Whitehead in the team's rotation.
