Williams was conditionally reinstated from suspension by the NFL on Thursday, Ian Rapoport of NFL Network reports.
ANALYSIS
Williams scored nine touchdowns in 11 games as a rookie fifth-round pick for the Bills in 2015, but repeated violations of the NFL's substance abuse policy kept him out of the league the past three seasons aside from a stint on the Steelers' practice squad in 2016. He'll turn 26 in May and will be hoping for a mere opportunity to compete for a roster spot.

If you caught Williams on the right day, you’d wonder how anyone ever brings the guy down. In his rookie season with Buffalo, he riddled the Dolphins for 220 rushing yards and three TDs in their two meetings, averaging 10.5 a carry (and if anything, the tape was even more impressive). His other games weren’t to that level, but a 5.6 YPC always jumps off the page. Williams wasn’t used extensively as a receiver, but looked capable in that area when asked. That said, the second-year back has been suspended without pay for the first four games of the regular season for violating the league's substance abuse policy. Coupled with the fact the Bills weren't happy he showed up to summer workouts an far too gooey shape for the brass's liking, and Williams' value took about as much of a downturn as one not suffering from an injury might have. The Bills finally felt they had enough with Williams' lack of motivation and cut him in August.
Drafted by the Bills in the fifth round of this year's draft, Williams joins Buffalo on the heels of two productive campaigns at Florida State. Across his final two seasons in Tallahassee, Williams totaled 1,419 rushing yards and 22 touchdowns on 241 carries. At 6-1, 230 pounds, Williams' measurables figure to match well with coach Rex Ryan's noted preference for running between the tackles, and Florida State's pro-style offense also offers itself nicely toward Williams' transition to the NFL. Nonetheless, the presence of star running back LeSean McCoy and veterans Anthony Dixon and Bryce Brown could limit Williams' involvement as a rookie, likely leaving his fantasy value best suited for dynasty formats. Williams' only path to immediate value seems to be Jackson getting cut (which did happen on August 31) and McCoy getting hurt. However, we'll note that Ryan really seems to like his new rookie.
