Agrees to terms with Rangers

His lower velocity may limit his upside in the majors, but he could get a chance to win a spot in a MLB rotation. He's asked his NPB team to post him to MLB, but it's not clear if the the Nippon Ham will follow through with his request for the 2020 season.
