No. Sports betting is not legal in Utah and may be one of the last states to legalize it if it does happen at all. Utah doesn't allow gambling of any kind with no exceptions, tribal lands included, which is why there are no casinos in the state.
Utah is one of the few states that doesn't allow horse racing betting or social games among friends. They also enacted a bill in 2012 that stated they would opt out if any federal law legalized internet gambling. While they don't have anything like that for sports betting, the same saying likely applies.
At the least, Daily Fantasy Sports are allowed in Utah only because there has been no official ruling. Fantasy sports can be considered a game of skill which is why sites like DraftKings and FanDuel have decided to operate within the borders.
