Burks was drafted by the Titans with high expectations, but his performance hasn't gone according to plan. He played in only five games in 2024 due to an ACL injury, but his role was minimal when he was on the field. Burks was settling into a rotational role even in a subpar receiving group for Tennessee and had no more than three targets in any game. His outlook into the future is little better. He was deemed 80 percent healthy during mandatory minicamp, which should allow him to be ready for at least part of training camp and the start of the regular season. However, the Titans have signaled their plans to move on from Burks, likely after the 2025 season, by declining his fifth-year option, while adding several new receivers this offseason. ANALYSIS
Burks visited with both the Broncos and Commanders this past week, and the 2022 first-rounder appears to have chosen to join Washington as a member of the team's practice squad. Burks could be elevated to the active roster ahead of Sunday's NFC East tilt against the Cowboys, as the Commanders might be without Terry McLaurin (quadriceps) and Deebo Samuel (heel), while Noah Brown (groin) is on injured reserve. Burks has accumulated 53 catches (on 92 targets) for 699 yards and one touchdown across 27 regular-season games across his NFL career.

Burks regressed in 2023 after a 2022 rookie season that was plagued by injuries but also featured some promising moments. His production/targets cut in half from his rookie year, and injuries were again a huge problem for the 2022 first-round pick (he missed six games in both of the two seasons). The Titans don't seem to be counting on much at this point, having signed Calvin Ridley and Tyler Boyd this offseason after adding DeAndre Hopkins last year. New coach Brian Callahan figures to emphasize the passing game far more than the old coaching staff in Tennessee, but Burks looks to be only the fourth wide receiver and won't necessarily see a lot of targets even if injuries ahead of him lead to steady playing time. Any hope for a Year 3 breakout probably requires a big season from QB Will Levis along with Ridley and/or Hopkins missing time.
Drafted 18th overall in 2022, Burks was the subject of bad press throughout much of summer and ended up missing six games due to injuries, but he also showed potential when he was healthy and the Titans got him the ball. He caught 33 of 54 targets for 444 yards and a TD in Tennessee's run-heavy offense, with his 1.75 yards per route leading the team and ranking fifth among rookie wide receivers (ahead of Jahan Dotson and George Pickens, among others). It was enough to create a solid argument for a second-year breakout, though the Titans seem content to try to sludge along for another year with Ryan Tannehill at QB and the offense relying on RB Derrick Henry. They'll need to throw sometimes, of course, and saw both WR Robert Woods and TE Austin Hooper depart in the offseason, leaving Burks, summer addition DeAndre Hopkins and second-year TE Chigoziem Okonkwo as the leading receiving candidates to make a fantasy impact in Tennessee. Burks certainly looks the part at 6-2, 225, though his 4.55 40 at last year's combine was somewhat disappointing for a receiver who was so heavily reliant on big plays and YAC in college. There's still a decent breakout case after the Titans signed Hopkins, though the move took a chunk out of Burks' target share projection.
Scouts compared Burks to A.J. Brown before they had any idea the former might be tasked with replacing the latter. All the better that the Titans drafted Burks with the very same pick, 18th overall, acquired in the draft-day trade of Brown to Philadelphia. The new guy was not quite as prolific as AJB in college (2,984 yards to 2,399) and ran the 40-yard dash a step slower (4.49 vs. 4.55), but Burks is a strong prospect in his own right, coming off a junior season with half of Arkansas' receiving touchdowns and 40 percent of its receiving yards. And while his other workout numbers from the combine were no better than the 40 time — 33-inch vertical, 122-inch broad jump, 7.39 three-cone drill — Burks gets some leeway on account of his massive build (6- 2, 225). That's where the comparisons to Brown kick in, along with Burks' excellent work picking up yards after the catch. He even took 38 carries in his three seasons at Arkansas, averaging 5.8 YPC, and the Titans should find ways to get him easy touches early on. Targets are there for the taking, even in a run-first offense, as quarterback Ryan Tannehill's other top options are wide receiver Robert Woods (coming back from an ACL tear), tight end Austin Hooper and wide receiver Nick Westbrook-Ikhine.
