Phillips is signing a three-year, $30 million contract with the Cardinals, Josh Weinfuss of ESPN.com reports.
ANALYSIS
The 2015 second-round pick enjoyed a breakout season for the Bills in 2019, posting career highs of 31 tackles, 9.5 sacks and 16 QB hits while starting nine of 16 games. The Bills can afford to lose Phillips given that they have Ed Oliver and Star Lotulelei on their roster, while the Cardinals get some much-needed pass rush help for the interior of their defensive line. Phillips was originally drafted by the Dolphins and produced just 5.5 sacks in 48 games for Miami.

Talent and athleticism have never been a question with Phillips, but his performance has never met expectations. Phillips missed three games last year due to an injury sustained in the season opener, but has apparently returned to full health. The 2015 second-rounder will see his biggest opportunity in Miami yet with Ndamukong Suh gone, but it remains to be seen whether or not the 25-year-old will be able to capitalize on that opportunity.
During his first two seasons in Miami Phillips recorded 2.5 sacks and 42 tackles, hardly overwhelming numbers but he is expected to get first crack at the starting defensive tackle job in training camp opposite Ndamukong Suh.
The Dolphins will play it slow with Phillips, their second round pick in the 2015 NFL Entry Draft. They will allow him to develop at his own pace behind Ndamukong Suh, Earl Mitchell, and C.J. Mosley.
