2025 Fantasy Outlook
Cooper had a career-high 1,250 receiving yards in 2023, his ninth NFL season, but then fell off a cliff in 2024 and finished with 547 yards in 14 games for the Browns and Bills. He wasn't even a full-time player after getting traded from Cleveland to Buffalo in mid-October, playing less than 55 percent of snaps in each of his eight regular-season games (2.5 catches for 37.1 yards) and three playoff contests (2.0 catches for 13.7 yards). Cooper turned 31 this summer and remained unsigned through training camp, before eventually inking with the Raiders in late August. Back with his original NFL team, Cooper will compete for WR snaps in a room that includes Jakobi Meyers, Tre Tucker and rookies Dont'e Thornton and Jack Bech. If nothing else, Cooper can be an insurance plan if Thornton struggles in the X-receiver role after running with the Raiders' starters all summer. Read Past Outlooks

Signing with Raiders
Cooper is signing a one-year deal with the Raiders, Ian Rapoport of NFL Network reports.
ANALYSIS
On the same day reports surfaced that Jakobi Meyers is seeking a trade, the Raiders move to bolster their wideout depth. Once Cooper is up to speed with the team's offense, he should have an immediate opportunity to make his mark in a pass-catching corps that otherwise features Meyers (for now, at least) and TE Brock Bowers. In six games with the Browns and eight with the Bills in 2024, the 31-year-old -- who the Raiders drafted fourth overall in 2015 -- combined to record a 44-547-4 line on 85 targets.

Cooper was on pace for 77 catches, 1,351 yards and four touchdowns last season at the time of Deshaun Watson's season-ending shoulder injury. The veteran wideout then managed only 84 yards over the next three games, including one he left early with a concussion, before exploding for 451 yards and three TDs in Weeks 14-16 while repeatedly connecting with QB Joe Flacco downfield. Cooper finished with career highs for receiving yards (1,250), yards per game (83.3) and yards per catch (17.4), though he missed the final two weeks of the regular season with a heel injury and was held to 59 yards in one playoff game. He's reached 1,000 yards seven times in nine seasons, never scoring more than nine TDs or less than five. One might even call him consistent, even though he had a reputation for week-to-week inconsistency during his time with the Raiders (2015-18) and perhaps part of his tenure in Dallas (2018-21). Cooper turns 30 this summer and will once again inhabit an offense led by Watson and head coach Kevin Stefanski. Confidence in Watson is generally waning, but Cooper did account for 23.6 percent of Watson's targets and a whopping 43.0 percent of his yardage last year, hauling in 28 of 39 passes for 480 yards and two TDs. The chemistry with every other pass catcher may have been off, but that does create some hope that Cooper can have another productive year even if Watson never rediscovers his Houston form.

Latest Fantasy Rumors
Possible fit for Cardinals
Aaron Schatz of ESPN.com believes Cooper would be a good fit with the Cardinals.
ANALYSIS
Arizona lacks wide receiver depth on the outside behind starters Marvin Harrison and Michael Wilson. Signing Cooper would fill that need, and the 31-year-old wide receiver likely won't demand a large monetary commitment after recording only 547 receiving yards in 14 regular-season games split between the Browns and Bills last season.
