Carter was one of 13 wide receivers in camp to begin the summer, and the Browns needed that many targets for four quarterbacks. Two of the top three receivers from 2024 are gone, which opens an opportunity for a player like Carter, who is new to organization. His history as a returner on both punts and kickoffs should help, as coaches may want to limit the exposure of last season's leading kickoff returner, Jerome Ford, who is expected to start at running back in 2025. He is now in the league's concussion protocol, which he will have to clear in order to play against the Packers in Week 3. Isaiah Bond fielded a punt return in the first quarter and figures to serve as the Browns' returner on special teams for the rest of Sunday's game in Carter's absence.

Carter posted career highs in receptions and yards with a 46-538-3 line on 65 targets in 17 games during his lone season with the Chargers in 2022, but he left Los Angeles in free agency for a one-year deal worth $1.5 million in Las Vegas. Standing just 5-8, Carter generally profiles as a slot receiver, which is a crowded space among the Raiders' receiving corps with Davante Adams, Jakobi Meyers and Hunter Renfrow all capable of sliding inside. Meanwhile, third-round rookie Tre Tucker, Keelan Cole and Phillip Dorsett also in the team's wide receiver mix.
