RotoWire.com is breaking down the most penalized NFL teams during the 2025 season, updating on a weekly basis for the most up-to-date stats, to see which teams are the most disciplined. Using TeamRankings.com, we ranked teams based on a discipline score, which is found by taking Penalties per game + Penalty yards per game and dividing it by two. Denver Still Paces The League
This week's installment of the Discipline Score finds the
Denver Broncos atop this list once again. Denver leads the league in penalty yards per game with a whopping 82.1-yard mark. The Broncos have been so poor in this category that a seven-penalty, 42-yard performance against Dallas in Week 8 was not enough to move Sean Payton's team out of the top spot.
Jacksonville moved up from third to second despite being on a bye. A big part of the Jaguars penalty issues are on the offensive line. Jacksonville offensive guard Patrick Mekari is tied for second most among offensive linemen with six penalties (four offensive holding and two false starts) to go along with two declined or offsetting penalties.
Chicago joins Denver and Jacksonville as the only teams with a Discipline Score of 40 or higher this year. The plus for the Bears this week is that they were called for only six penalties for 45 yards against Baltimore in Week 8. A few more games of that caliber may be what it takes to move Chicago down this list as the season progresses.
Dallas is close to becoming one of those teams with a Discipline Score of 40 or more. The
Cowboys were hit with nine penalties for 80 yards in a Week 8 loss at Denver. This is only one area where Dallas is undisciplined, so it won't be a surprise if Brian Schottenheimer's club keeps moving up these rankings over the next few weeks.

Key Takeaways
There have been 47 instances of a team getting called for 10 or more penalties in a game this season. That is the fifth highest total through Week 8 in NFL history. This ranking is a bit lower than last week's No. 3 all-time ranking here, so the flag largesse may be seeing a bit of a drop off at this point. Even with that caveat, this is still one of the most flag-riddled seasons in NFL history.
